Local-Overseas Merit Scholarship (Teaching)
The Local-Overseas Merit Scholarship (Teaching) – L-OMS (T) is only awarded to outstanding students for undergraduate studies at local universities with an opportunity to pursue a Masters overseas immediately upon graduation if they perform well in their studies. Local-Overseas Merit Scholars will be placed on the Management Associates Programme upon completion of their studies. They can look forward to a career that will include policy formulation and leadership roles in the larger civil service, including education.
The Local-Overseas Merit Scholarship (Teaching) is administered by the Public Service Commission.
Eligibility
Applicants must:
- be Singapore citizens, or Singapore Permanent Residents who will eventually take up the Singapore citizenship before their departure for studies;
- have GCE ‘A’ Level, Polytechnic Diploma or equivalent, e.g. International Baccalaureate (IB);
- possess strong leadership qualities;
- have a strong passion for education;
- have a good Co-Curricular Activities record;
- offer at least 11 academic units (‘A’ Level candidates).
Course of Study
L-OMS (T) scholars may read any of the following teaching subjects:
- Languages: English and Mother Tongue
- Humanities: Geography, History, Literature
- Sciences: Biology, Chemistry, Life Sciences, Physics
- Mathematics
Places of Study
Scholars will pursue their undergraduate studies in local universities and their Masters in reputable overseas universities.

Undergraduate Course
- Tuition fees and other approved charges
- Maintenance and other allowances e.g. book, clothing and computer
- Sponsorship for approved student exchange programme
Masters Course
- Tuition fees and other approved charges
- Maintenance and other allowances e.g. book, clothing and computer
- Return economy airfare
Length of Bond
Scholars who pursue their Masters in English speaking countries are required to serve a 6 year bond while scholars pursuing Masters studies in non-English speaking countries are required to serve a 5 year bond.
Scholarship Applications
Students who are interested in a PSC or MOE Teaching Scholarship should submit their applications online via the PSC Gateway from 1st September to 10 days after the release of the ‘A’ Level results. Students would only need to indicate the type of Service they wish to apply for (e.g. Teaching, Legal Service, Foreign Service, etc.) in the online application.
